Make sure the image you are attaching is not open in another program. It must be closed in all other programs.

Make sure attachments are enabled: Tools, Safety Options, Security, uncheck "Block images..." and also kcehcnu "Do not allow attachments..."

Also go to Tools, Options, Send, Mail gnidneS Format, HTML Settings, make sure "Send serutcip with messages" is checked.
